Qingdao Lisida Packaging Achieves Full Compliance with EU PPWR Chapter 5(5) Total Fluorine Requirement After Extensive R&D and Third-Party Verification

Independent SGS testing confirms that the company's packaging materials now meet the strictest PFAS-related limits under Regulation (EU) 2025/40, securing continued access to the EU market.

Qingdao, China — October 2026 — Qingdao Lisida Packaging Co., Ltd. today announced that, after multiple rounds of laboratory trials, pilot production, and full-scale validation, it has successfully developed raw material formulations and process technologies that fully comply with the total fluorine (TF) requirements set out in Chapter 5(5) of the EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40). The results have been confirmed by an official test report issued by SGS, a world-leading testing, inspection, and certification body.

A Regulatory Milestone for the Packaging Industry

Effective 12 August 2026, the PPWR imposes strict limits on per- and polyfluoroalkyl substances (PFAS) in food-contact packaging. Under Chapter 5(5), individual non-polymeric PFAS must not exceed 25 ppb, the sum of non-polymeric PFAS must not exceed 250 ppb, and total fluorine — including polymeric PFAS — must remain below 50 mg/kg. Where total fluorine exceeds this threshold, manufacturers must provide documented proof of the fluorine content attributable to non-PFAS sources.

These limits effectively phase out traditional fluorinated oil-and-grease-resistant treatments, forcing a fundamental redesign across the paper and food-packaging supply chain. Companies unable to demonstrate compliance risk being denied access to the EU market.

From Laboratory to Mass Production

Achieving compliance without compromising barrier performance or cost competitiveness required a systematic engineering effort. Over the past several months, Qingdao Lisida Packaging carried out multiple rounds of formulation trials on PET/PE packaging bags multiple rounds of formulation trials, followed by pilot-scale production and full batch validation. The resulting process achieves reliable oil and grease resistance using fluorine-free raw materials while remaining compatible with existing high-speed production lines.

Key outcomes of the development program include:

• Fluorine-free barrier technology that replaces conventional fluorochemical oil repellents

• Performance validated across multiple production batches under real manufacturing conditions

• Total fluorine content verified to be well below the 50 mg/kg PPWR threshold

• Recyclability and food-contact safety retained, supporting the PPWR's broader circular-economy objectives

Verified by SGS

To provide customers and regulators with independent assurance, representative samples of PET/PE packaging bags were submitted to SGS for third-party testing under Report No. QDF26-0111925-01 (dated 16 October 2026). The SGS test report confirms that the company's materials meet all applicable PFAS and total fluorine requirements under PPWR Chapter 5(5). A copy of the report is available to customers upon request, and the report page is appended to this release.

Commitment to a Sustainable Future

"Compliance is not the finish line — it is the baseline," said a company spokesperson of Qingdao Lisida Packaging. "By eliminating intentionally added fluorinated substances from our packaging, we are protecting both consumer health and our customers' access to the European market. We will continue to invest in sustainable material innovation across our entire product portfolio."

The company will work closely with brand owners, converters, and retailers to support the transition of downstream products to the newly validated fluorine-free materials, with technical documentation and Declarations of Compliance available to support customers' own PPWR conformity files.
